Here is my setting
HTPC - Tera dak - JP200 Clone (from analog metric) tube Pre-amp - B&K st-140 - Statement Speaker (from Jim and Curt Hotlz)
Previuously i have a problem with the PS on Pre-amp

Now the problem is
When I turn on first time, i heard noise (that I define as a crackling) after about ten or fiften minute (about 2 -3 song) the noise is gone
Is this normal?
Is that because the tube need warming up? after 10 15 minute all crackling noise is gone and sound very sweet
Do I need Voltage stabilator?

No you don't need a voltage stabilizer you need to find the fault in the preamp and fix it.
ECC83's, dont't work well with such a high impedance on the anodes. 82 to 120K is high enough.
