Hi there,
I'm planning on building an OB line array out of cheap NSB drivers. OB NSB will only play to about 150hz. I would use some cheap 12" woofers that will complement the NSB's and play the low end from 40-150hz. I want to use 4 12" drivers per tower to complement efficiency of the line array.
I need a driver that will play nicely in this range but for cheap funds say max 20$ per driver. I know partsexpress have some cheap drivers but will they play well all the way up to 150hz?
Any thoughts or recommendations?

$20 12" speakers
i saw these at www.meniscusaudio.com and figured they would work for a super cheap dipole setup.

A daring proposition:
What about the Rockwood / Senon DY 1256 U?
22 € at http://www.hth-lautsprecher.de/ls30.htm#b30 (pull window down to last driver)
or 27 € at http://www.spectrumaudio.de/breit/senonYD1256U.html
The fr=47-49 Hz is a bit high, but with its Qts=1-1,33 you could put the driver into a h-baffle, keeping the dipole characteristic of your OB array down to some 40 Hz.
