Yes - second amp is a unity gain inverting amp. (+ input grounded, - input connected by same size resistor to output and other channel. Very common circuit used in most stereo bridgeable amplifiers, as only need one resistor and some switches to convert to bridge circuit. http://sound.westhost.com/project20.htm

is correct only bridge linking one rezistor ? without phase shifter
Put a capacitor in series with R17 or any DC offset will also be amplified.
