The neon is wired for 220V, even in 117V lands. (A transformer converts voltage, fuse position selects 117V/220V.)
The appropriate resistor is already in there. Look for burn-marks, but this is not likely to fail.
Has your neon lamp failed? It is just a bare neon lamp. Possibly very similar to "NE-2". While neon lamps are going out of style, you can still get them.
