It's possible. It depends on the function of the capacitor in the amp.
If the cap is buldging but hasn't leaked, it's probably not causing any problem but it needs to be replaced before you use the amp. If it has leaked, you should replace it in case it's causing the amp to malfunction.
If the amp has no rail voltage, you need to post the voltage on each of the pins of the TLx94.
