It appears that Q802 is leaky (electrically). It would also appear that Q801 is defective (low gain). With the voltage readings, the collector should have been very near the emitter voltage instead of 5v.
Q802 is a DTC143EK. Q801 is a KSA1220A.
Q802 is likely epoxied to the board and is likely to break up when removed.
