Are you talking about measuring between pin 8 and 4 and pin 8 and 5? Pin 8 being the heater CT?

OR

At the xformer? yes, 12VCT would be 6VAC from each "hot" to the CT since you are wiring the secondaries in series and you would be rectifying 12VAC to DC.

did you measure the heater voltage at each tube and yank them one by one to see if one tube is drawing a bunch of current? Do you get 12V across pins 4 and 5 of each tube with the tubes in? Tubes out?

Also, make sure you have the correct secondaries wired in series.
 
Got home from work today and went strait to work on my aikido? I disconnect the center tap and reconfigure the filament supply to a full wave bridge and measured to see what I have, 12vdc!...Yay! The instructions on the manual was a litle confusing to me but I am glad I have it straighten out.
