By the look of it--I may be getting it wrong though....
Youve only got 50-60V across the Plate to Cathode of phase-splitter?
For a 330V plate SUPPLY to phase-splitter, you should have around 110V across the TUBE...
So, you need to Feed the Grid of phase-splitter with around 110V from previous stage, if you are DC coupling--currently this is higher?
Alternatively, you could self-bias this stage....
you May need also to reduce the value of the resistors on plate/cathode to around 15-18K too, to get the 1/3 voltage division ....
