Its not difficult to knock up an oscillator with the classic 555 timer chip
that outputs a square wave at 22KHz. Minor extra circuitry to run the
whole thing off a 9V battery, as you only need a switching output to
drive the tweeter, i.e. you don't need an amplifier as such, just
switched 9V at 22KHz with enough current to drive the tweeter.
Long time since I did 555 stuff, you'll have to look it up, I
think an RC combo can be used to set the length of output.

Gee, you guys are nice! I'd have batted the mutt well before this stage. And I own a dog, so I'm not anti-dog. Mind you my dog never barks (literally, except when playing with his mates - the dogs he plays with). Even when someone knocks at the door etc. I couldn't stand it.
