a beginner question - can somebody please explain what would be the max current I can draw from a PSU that has one line with 12V (10A) and another line with -12V (0.3A) if I connect these 2 lines to a load? Would I be able to get 10A or will I get only 0.3A ?

Convert - yes. Simple - no. Google DC-DC converter. It will normally involve big capacitors or inductors, and semiconductor switches.
I purchased an assembled unit for $4. Nice deal, works well.
I assumed DIY!
have you seen the prices of those things? you cant even DIY for that!

It might be easier to use a car BTL type amplifier running
off the 12V than doubling the 12V for a standard amplifier.
The net result will be about the same, and the BTL won't
need the output capacitor that 24V single rail needs.
Car type BTL chip amplifiers are very mature.
