I don't subscribe to the idea that a grid stopper acts as a fuse, so I'm not after protective value, just to provide some HF damping.
Which are the lossy materials you are thinking of? I have some 3C8 and similar but I don't think they are lossy. I like the idea of a ferrite but wouldn't want to make a tuned grid circuit with any significant Q.
