Not wanting to repeat myself but at high frequencies diffraction can give resonance a run for its money.Anyways, directivity will be a big factor here and the non-stereo set-up won't tell all the story.

If you feel the RAAL 70-20XR is unusable below 4khz even with 24db/oct slope, you really should contact Aleksandar Radisavljevic about it.
Why?
The distortion curve is pretty much what one would expect from any ribbon tweeter and is echoed in the THD curve of the 70-10 I found elsewhere on the webs.

It's not sure woden carbon has any advantage in rigidity and weight at these low Sd !
Btw, despite the above discussion about where treble start in relation to the planar drivers (ribon, etc,), I believe a good test is the Triangle : it starts at 2000 Hz and stop around 17 000 Hz! (Frankly, the only serious reason to start a tweeter at 4K is to leave the piano which can have fundamental up to 4k Hz...if only you're a piano lover! For human voices it's a lost cause if you want to go Full Range !
Because the competitors, why not taking if you can the small Be from ScanSpeak ? or a Satori from SB ? And yes why not the Peerless (if it can live with a XO as low as 2000 Hz)!

If i were to choose a low-cost dome, that is among the best recognized value... Any suggestions ?

This tweeter has an interesting diffraction horn to control directivity and is used by Bruno Putzeys in his Kii speaker.
