It turns out that the value of C1 on the diyAudio SoftStart board is critical; I had used 0.33uF caps, which were inadequate with 120VAC mains. I replaced those caps with 1uF, and the SoftStart boards are now working fine. The traces on this board were not damaged and this board is doing its job.
