An opamp not only can oscillate because of bad or incomplete decoupling. Improper wiring lay out, crossing or keeping outputs close to imputs or underestimated phase rotation in feedback network are causes of oscillation too. Moreorever if the opamp lacks internal pole/zero compensation.
