Default what is the usage of this adjustable volume?

Hi, I just get this tube amp, I want to know the usage of this two adjustable volume switches on the top of platform?

the sound quite good after re-solder the capacitor, but I feel the right side of speaker is higher than other side, how can I tune the balance?
