Do these locations (marked with the big "^") look appropriate for interstage power supply decoupling networks (RC)?

Decoupling points is better to be included each time that the signal changes 180° electrical. This way you prevent positive feedback in the power bus. In the Langford-Smith's book Radiotron there is a large data about the question. It is downloadable in the web. I strongly suggest to take a reading to it.
