that was question about general bias measurements used in amplifiers. (measurement precision point)
second point is about safety..imagine external sockets being at 300-400v above ground

How close is close enough for setting bias?
The Jolida is certainly much higher quality and greater power than the old Heath tube units I use...I found that setting the bias on these both watching the bias current AND watching the THD%
