CD-DVD player vs Notebook-usb soundcard sensitivity issue

Hi every one
Well, recently I was listening to my last tube amp effort, the 1.4 V RMS sensitivity for full output, that was selected for good measure ( taking in account the suppossedly 2V RMS standard for CD sources) is in fact plenty for CD/DVD player sources, but fall short for any internal Notebook soundcard phone out that I try, and even for my beloved M Audio Transit USB. I believed that these sources where of comparable output levels, but definitely is not the case. Or I'm doing something wrong ?
PD , yes the windows sound mixer is set to max level, and any sound card fancy effect disabled.
