used rubber mounts to isolate the transformers and choke from the chassis. What is the purpose of this? Is it safe not to have the case of the power transformer connected to ground? What about any shielding provided by the case?

No problem.
I'd recommend rubber washers or similar to control xformer / choke induced vibes from entering the main chassis.
When not tightened too hard simple rubber grommets can be quite effective.
