I have a 7 watt FM PLL exciter that I'd like to drive into a tube amp...

Something between 5 and 50 watts would be ideal. I don't have the workshop facilities at the moment to construct anything so a kit would be a better option.

Can anyone suggest something?
 
An RF tube amp kit? I'm not aware of any. There are some SS kits/modules available.

Perhaps try looking at some of the older HeathKit 2meter amps,it's not too difficult to 're-tune' it to the 3meter (FM broadcast) band.

Aren't you only (legally) allowed around 300mw in NZ?

Here's a small ~1W amp,built using a 6AK5. It only needs 10-20mw of drive.

An externally hosted image should be here but it was not working when we last tested it.
