Well, this experiment was a semi-failure.

I grabbed a face from today's news. I thought the hair and character lines would show detail (and JPEG loss), and skin-tone would show 256 color stripes.
PSP7's JPEG encoder slides from 1 to 99. I typically use 10 to 20 (never more!) for general pix on the Web, "1" when I need to shoot a nearly lossless image to someone.
If you hover the thumbnails you can see the file sizes:
JPEG "2" - 30kB
JPEG "70"(!) - 6kB
256-GIF - 37kB
The "70" JPEG is clearly jaggy. I can see uni-tone patches on the forehead and cheekbones in the 256 color, and file-size is same as the big JPEG.
I wonder if BBC image I took has already been expertly massaged so there was little for my encoders to do.
