New a heatsink like that would be $6.00. A high surplus price would be 20% of that or about $15 per bag of 12. Personally I look for 10% or less. As you want local pickup that would also lower the price!

I suspect you will either need to sell them locally as scrap aluminum or offer shipping. The USPS website or the local post office would be the easiest way to ship.
