Yes, sending as insured letter is intended and no paperwork is needed.

But the other way round (receiving in Germany goods from outside the EU) I need to pay the VAT equivalent if its value is more than 23EUR plus taxes if it is above 200 - regardless how it is send.
And if the douane is in doubt I need to go to them to fetch it there (paperwork postponed).

But this may differ from country to country.
