This is PR 18". Not bad. Enclosure volume the same as ported without port 74L

Yes, ofcourse. Because you didn't add weight! Increase the Mms and there you go.

E2: The 18" will not fit in your 40cm wide enclosure. 18" = ~46cm

You can't expect it to go lower AND have high sensitivity, you can't have both. It works on the same principles as a bassreflex enclosure after all. You complained about not going deep enough, that's the solution. If you want more sensitivity, use two or bigger bass drivers. Chose your own poison.
