I found a shop here in USA that do flat rate 8x4 sheet cutting
for around 35 bucks per sheet

If you're still contemplating your own CNC, this is one of the more interesting ones that can be done cheaply Plastic Monstrosity -- The 3D Printed CNC for 4x8' Plywood by spiffcow - Thingiverse . Designed as a full 4x8 machine, it would probably be very good if you scaled it down to say 2x4.

Pretty hard to argue with 35/sheet though.
