Driver that i am Comparing:

2x500Rms Subwoofer: NX Audio
vs
1x1500Rms Subwoofer: NX Audio

Who can produce more bass and be louder when driven to their full power?

The single 18" will always struggle to displace the air of 2x18". If space was no object, that's where I'd put my money.

You can simulate what each will do in WinISD Pro.

Same external cabinet volume for both the 2x18 and 1x18?

Or is the 2x18 double The cabinet of the 1x18?

Your question is too vague.

I believe the pd1850 is what Martin originally designed the TH-18 for. So take a look at that thread to see what it is capable of in a 15 cubic foot cabinet. (Roughly)

The T/S parameters are more useful. On the advertised data (Fs 46Hz) about the PS1852 I can tell you that this speaker is more suited for a PA system than a sub-woofer. Perhaps the other 18" has lower Fs, but only the T/S specs can tell. A Fs under 30Hz would be nice for a sub-woofer.

An Fs of around 30Hz will rise to the sealed box frequency Fb. This is often around double the free air resonance and even higher if Vbox<Vas..

An F-3dB 2pole roll off around 60Hz is not good at reproducing low bass.

So far Id think that fs over 25 for 18 inch subwoofer... Well its too damn high.
I got single 12" driver that has 25Fs Aim for lowest possible...

These are high sensitivity PA bass drivers. Not true sub drivers.
