May I ask if Philips's BDX68/69 [I HFE | Small Signal Current Gain] parameter is better than MJ11032/11033?

It depends on your design.

What this is telling you is that the BDX is faster. Hfe at 1 MHz is used as figure of merit for darlingtons rather than fT. fT assumes a 6dB per octave slope in the roll off, but with darlingtons that is not necessarily the case.
