Question Pioneer Amps

Hello, Do Pioneer amps like to run hot ?.
I own a Pioneer A-702r amplifier , and the heatsinks are HOT even at low power , the drivers are on a small U heatsink and you can't touch them how hot they get. Room temperature is 25 degrees.
I measured the quissance current based by the service manual , and its exactly as recommended in the manual.
Also , one more question. I get 20mv where it says , power rails are +- 55vdc . how do I calculate quiss current by these, or I can't ?

16mV across 0.44R is not a lot. About 9mA so should run cool. Not as if it is class A.
