You can also use the module TO-126-3_Vertical from the standard package Package_TO_SOT_THT. Of course you can tweak the pads a little - I especially like pads of a power parts to be with a little bit more "meat" so I made them oval.

No. (There is the equivalent function in Pcbnew, but not in Eeschema.)
