spdif - PC eq - analog out

Hi all
Is it possible to run the followng chain through PC with minimum latency?
The case is as follows:
- spdif stereo from TV set
- going to PC
- using equalizer APO for a 3.3 channel crossover
- output

I used APO equalizer with CM6202 based 5.1. usb soundcard and I managed to get 3 bands stereo crossover.

But, what if I want to run my tv sound through the PC? The latency would be critical (video and audio sync).

Moreover, equalizer APO dont work with asio drivers, the driver would bypass the eq.
I haven't found anything else than APO, which would work on windows system level.
I mean, not the sound from a specific player (don't care about that), but any sound from the PC. F.ex. youtube or any browser/player.
