Have a Dyna-Quik 500 that hasn't been turned on since 1960. Tesed a few tubes, (I assume are OK, they were new pre-1960), and going thru procedure:
At Short, doesn't show a short
At GM, pegs to the way left of the scale
At Life, pegs to the way left of the scale
At Gas, swings to good, then to replace.
Have done with about 6 tubes, different number, and get same results.
Inside there are two #44 lamps in a bridge circuit. Make sure they are good and that the sockets for them are clean and making contact. When things are working correctly, both will light dimly and equally.
There are a couple of 50mA rectifiers and a couple of small capacitors that can be checked with an ohmmeter. But you will find that cleaning and tightening connections will be the most effective maintenance. The manual is available on line as a PDF file. I can send it to you if you can't find it.
