10uF could be an inductor for the RFI. Self-resonant frequency goes down as capacitance goes up(*), anything in the range 100pF to 10nF is reasonable as an RF decoupling. 10uF is more like audio decoupling.

(*) depends on cap construction though.

In broadcasting equipments we love to add ceramic/tantalum parts mainly to prevent RF return.

I also understand power distribution where you put caps on each card (extracted from a regulator datasheet : "if the regulator is not in close proximity to the power-supply filter capacitors. 0,1-F or 1-F ceramic or tantalum capacitor provides sufficient bypassing)

Caps are 3 to 6 cm distants from TO3 case on the pcb. Far to help preventing oscillations ?

In this design, I'm considering the use of 0,1uF film after 10000uF aluminium like bandaging a wooden legs.
But I may be wrong ?

This approach seems good. At least, when testing, you will able to rectify if a trouble arises.
