Yes you need the decoupling near the opamp! There is wiring between the opamp and power supply which has resistance and inductance and which may carry currents from elsewhere in the system. NEVER leave out local decoupling at opamps.

Thank you! :) What are your thoughts about C16? Should it stay or should it go (with R65 bypassed)?
