This power supply has two independent DC outputs, which can be configured in series to be +-15V maxim. 2.54 mm jumper for switching between fixed and variable output and current limit, no soldering is needed. Here is the schematic of the power supply.
For schematic of LNA, please google "wenzel low amp".

Here is the picture of LNA with input shorted to gnd at 1000X gain. It takes a lot tweaking to get rid of the 50 Hz ac line related hum. I will test spectrum of the LT3045 PSU at low frequency in a few days.

It looks like the entire PSU assembly floats independently of earth ground.

I'm not sure it's a great idea to call the Ch1_Vminus and CH2_Vminus terminals "GND_01" and "GND_02" in the Protel schematic. They're not really ground and they're not connected together.

Yes, you are right.
It floats, for the PSU. It dependents on the configuration. If two independent DC outputs(+1V to +15V, each output) are required, the switch on the front panel goes to "INDEP." position, and GND_01 and GND_02 can be connected together on the other board(powered by this PSU) and connected to ground earth. If +-1V to +-15V are required, the switch on the front panel goes to "SERIES" position, and +15V_02 is connected to GND_01(+15V_01 as positive output, GND_01 as GND, GND_02 as negative output, and GND_01 can be connected to ground earth).
