Thats what I said in the other thread...the cap looks almost like a short upon initial application of voltage ...there is a problem with the cap if the current drawn doesn't start to drop back within a certain time...usually indicates leakage ohterwise...
Once I read that the way to reformat the cap was to raise the voltage up to half the cap's voltage capacity, leave it there for some time (don't remember how long) and then continue up to the voltage you are going to use. Do you agree?
