One suggestion would be to rearrange things a bit so that the fans move air upward through the heatsinks. This will assist the airflow generated by natural convection rather than oppose it, and either provide more cooling at the same fan speed or the same cooling at a lower fan speed.

That would be ideal, but it is working fine nevertheless blowing from top to bottom. Really, big improvement. My winter amplifier is now a whole year amplifier.
 
Large computer fans fed by under voltage are great for very low noise operation while providing a gentle breeze. There are plenty of affordable large computer fans with specs on minimum start voltage. Its good to take the lid off the amp and mount the fan above using shock cord to keep vibrations out of the rack.

Then just add a $2 ebay thermostat so you get rapid warm up and good temp control. Then buy a D-class amp put the fan on yourself and chill.
