Or it could be your browser doesn't have the correct plug-in to open PDFs in your browser. Another reason could be your PDF app isn't set to open PDFs in a browser or to open them from the internet for security reasons.

In Windows OS, try to right-click the link and hit, "save target as" and save it to your computer. Security scan it if you must, then try to open it. Most anti-virus software will scan anything you open first anyway.

Thanks for the suggestion but my browser opens other PDFs so I don't think it is a plug-in issue. If I try saving the target as suggested I get two zero length files. One opens in Notepad, the other in the browser but neither appear useful.

Probably easiest to simply use Chrome...
