active or no active - everything is in gain demands ( so - you either need or don't need gain from selector/volume box) and proper output/input impedance relations
if you choose by these reasons , there is no difference in quality between "passive" vs. active
for instance - there was some preamps on market having "passive" function up to some position of attenuator , and going active up from next attenuator position
if preceding stage ( source) is having low enough output impedance ( for me - under 150R) then you don't need buffer in front of AVC
output impedance of AVC gadget itself is dictated by preceding stage ,starting from 0 (when switch is on gnd-mute) going to preceding stage output impedance (when switch is on max)
