if you're sure in your build , first find better PSU , this one is not good if acting funny with , say , 20mA load

confirm current consumption of your B1 with ampermeter

B1 Buffer Preamp
Sounds like you may have an error in the wiring of your B1 that is loading down the power supply. The B1 draws very little current, so unless you have an inadequate wall wart it should work.
