Probably, but as others will tell you , it would be a lot more efficient and likely to be enough if you cut it in half and turned each piece on end so that the fins are vertical. Or even better in four pieces 4.5" tall, and use 2 vertically on each side.. one for each MOSFET

20VAC works fine with me. You could increase to 22VAC.
Still you could use 35V-rate caps.

From the picture, you can see four MOSFETs/ch. Two are for
the regulators, and another two are gain MOSFETs.

No particular reason. I'm just a poor man...
You could use 33,000/35V for all...

These resistors and the caps that follow form RC (low pass)
filters for reducing ripple on the two power supply rails.
