I don't know how to pull this board off the plate. I tried cutting the black adhesive material with a hobby knife.

Why would you?
Leave the black goo alone, it´s there for good reason: vibration damping.

You barely show the important part, the MosFets which are bolted to the panel heat sink and using white thermal grease and mica.

As I see it, the perpendicular mounted PCB allows you access on both sides: parts and solder, so no need to dismount it.

Only to take good pictures, that's the only reason.

The parts I barely show are the parts my camera don't fit in to. The caps and transformer make it difficult to even see, much less take pics.

Ah dang! The IRF9530's arrived and when I desoldered the fet I couldn't see I discovered its a 530 not a 9530, so I had to order again. bummer
