What kind of cap is this ?

Tektronix used 1st quality parts in there equipment
and it lasted. However, since the cheaper scopes
were being made overseas Tektronix started the 2200
and 2300 series scopes to compete with the cheaper
scopes made overseas and used less expensive parts
and the quality went down a little and these might be
from that series.

Still ...

The caps not so new, look at the ceramic bases where they are soldered on to.

Also they are hand stamped with different letters.

Correct on both counts. Since PET (polyester) has a tendency to pick up moisture, hermetically sealing it has advantages for reliability and stability.
