can I use this transformer to power the opamp based preamp?

I'm not sure what the label means. It says 22V----0----22V. (please see picture)

Does it mean already it has 22V and -22V?

If it's not (I'm a newbie, as you can see), is it possible to make it + and - rails? (More precisely I want +15 and -15, I guess I can use 7815 and 7915 voltage regulator?)

You can use the 12v-0v-12v to get +/- 15v Unregulated , it will probably be closer to +/-17v but many Opamps can handle +/-18v , but 12v regulators would be better .....

The transformer would be good for a Dual chip Gainclone with a Preamp and/or active EQ section ......
