Is foam or expanding foam suitable for speaker enclosures?

open cel foam rubber can be used as damping material. Expanding foam is sometimes suggested for filling voids, but from my experience is not something i'll use again.

Expanding foam is closed celled, so not suitable. Sound doesnt really pass through it so isnt absorbed very well.

I am finding that foam is not working and polyfill is even worse. I can hold up a thick piece of foam or polyfill far thicker than you would use in a cabinet, against a speaker and you can hear right through it! So what am I supposed to do? It doesnt seem to absorb anything at all
