Has anyone built the electrostatic speaker from Kostas Metaxas?

Metaxas doesn't sell them to the public in spite of what the website seems to indicate.
I emailed him a couple of months ago. He replied that they were for OEM use only and that the minimium purchase was 100prs.

I have four MET-1 panels. They are unused. I needed eight, paid for eight, and received four. Metaxas also had the temerity to claim that the amount paid, were for four panels. When I showed him a copy of his fax to me, that clearly stated eight panels, he stopped all communication. That were about six years ago. Alas, still no panels.
