What would be the best way to wake up this very laid back UHF Tweeter ?

If you are sure that the problem is the UHF tweeter, then increase C1 from 1.5 uF to 2.2 uF. But it really looks like a problem with the HF tweeter, as TBTL pointed out.
I did bypass R1 for HF tweeter that is a ribbon,The uhf just needs to be louder, it is a Marantz 7012 AVR powering them,and Marantz is known to be way more neutral in sound,but i reverse engineered the Audyssey by covering tweeter some while in calibrating Multi EQ 32,it was better but treble still needs bumping up some,hope that helps some, Thank you
