Halogen Lamp Basic Q's

I hear that Halogen Lamps are very sensitive to any fluctuation in power supply (voltage or current) particularly at higher voltages, does that mean they require some sort of protection against these effects to prevent burning out?

Does a transformer provide a buffer for fluctuations when the voltage is being lowered? or is it the fact that lower voltages do not require 'protection'?
