What value should it be, at Vin to ground is 0.48V?

I saw some diodes and resistors..and capacitors..I thought the Vin's value might be less

What's your voltage regulator: LM3XX LT3XXX?

If powered ON you have 0.48V there is something broken between the input DC and the voltage regulator, first I check the diodes because I didn't see nothing burned.

The voltage regulator is LM317T

The Creek support has helped me with the schematic. In your opinion which components need to be checked and or replaced? My electronics skills are very basic and very very rusted.

My image is *wrong*. The 9V readings will be 4.5V.
