yes, the pcbs are registered mail. so if you have received a slip while away, you need to visit the post office with slip, they will handover package.
the number would not show in usps database for some reason.

I went to the post office and the envelope was not there.
They said the envelope would have been delivered shortly after I received the notice (and filled it out) so I have to figure some lovely person on my street got it and was too lazy to place it in my mailbox. I am always getting other folks mail so I guess the fact I always place it in the correct mailbox was no help in this case!
If you make this offer again I would ask that you not send mine by registered mail. I do hope you do!
Obviously NOT your fault - the envelope made it to my post office.
