The Fostex 3" ff85wk is about as good as you can do for the price. Build a Lance cabinet if you want to maximize bass in a smallish box. The Alpair 7.3 is suppose to better it for more money but this driver will require a much bigger box. Sealed boxes will not get you the biggest bass so give it up and build a Lance.

As I meantioned, now I'm stopped on Markaudio CHR-70. But maybe there is something better.
Well. the CHR70 is Mark's "budget" priced metal coned 70mm driver - I'd suggest that either the Pluvia7 or A7.3 would be a substantial improvement in resolution and low level detail -you know that tweaky "audio-phool" stuff.
Actually, that's just my Monday morning carbo-load crash trash talk - the A7.3 is a particularly excellent sounding driver - but it does fail at least one of your criteria - i.e. price
